IT Business Controls Manager
The Business Control Manager maintains oversight, facilitates Risk & Control management within CTO and supports the CTO leadership team and their direct reports in taking responsibility for Risk and Controls. In addition, the Business Control Manager will be highlighting risks and issues to the CTO Leadership team and stakeholders and supporting the risk owner in addressing these risks and issues.

Responsibilities:
Oversight and insight of reporting to CTO Risk Control Committee through facilitation agenda management, documentation submission and distribution of CTO Risk Control Committee (RCC).
maintain and ensure follow up with action list;
designing, implementing, and maintaining the internal control system and framework of CTO;
ensure risk-based focus in risk acceptances, risk events, issue extensions and key control determination;
support preparation of all documentation before submission to GRCC;
support CTO process and control owners in reviewing the current risks and controls within the processes and systems operated within the CTO function;
support CTO in identifying key control indicators and key matters for attention of the CTO RCC;
manage and maintain CTO risk oversight and insight to ensure colleagues are aware of the accountabilities and responsibilities of their role in respect of risk management;
ensure that all CTO colleagues are aware of the role they play in respect of risk management and internal control testing and facilitates the monthly CTO Risk Control committee;
coordinate initiatives in partnership with Enterprise Risk Management;
collaborate with Audit on draft findings and appropriate actions;
strong collaboration with Information Security;
alignment and partnership with other business units on Global IT controls global approaches / methodologies;
supporting facilitation, co-ordination and providing feedback on risk and control assessments;
ensure all CTO policies are managed and maintained in a timely manner;
implementing and maintaining ServiceNow for controls and reporting;
recommend and maintain dashboards for key control metrics to support CTO LT in strategic decisions;
build and maintain relationships within CTO, across the organization, and with external partners and agencies, ensuring information pathways are effective and efficient;
support implementation of a continuous improvement program that supports a risk aware and cost-conscious culture;
maintain proper risk and control documentation;
recommend changes to processes to improve and achieve greater efficiencies;
work collaboratively within Business Management Office team. Identify process efficiencies and ensure all initiatives and activities mapped end to end within BMO capabilities.
Experience
Proven track record in IT Risk Management and or Audit with an ability to identify and assess IT risk issues and guide appropriate actions to reduce, mitigate or eliminate IT risks.
Ability to execute multiple initiatives proactively and efficiently, highlighting trends, risk and opportunities to senior-level management and key stakeholders.
Strong presentation and facilitation skills and experience
Action oriented with an innovative approach to improve operational efficiency, service delivery and information management across multiple lines of businesses.
Qualifications, Skills, and Experience:
Bachelor’s degree in a relevant subject (e.g., IT, Risk Management, Audit) – preferred not essential.
3-4 years’ experience in Risk management or (IT) Audit
Risk Management and or Internal control experience ((i.e., IT Risk management, IT Audit, Operational Risk Management)
Understanding of IT Management and IT processes (e.g., ITIL)
Some Financial Institution and/or Asset Management background preferred (0-2 years)
Outstanding written and oral communication skills (in English)
Strong influential, collaborative, and motivational skills
Analytical, curious and has attention to detail.
Proactive and motivated; to learn, understand, analyze, and drive outcomes.
Continuous improvement mindset to identify efficiencies and make improvements.
Good sense of humor.

Compensation levels depend upon an applicant’s qualifications including the extent of candidate’s relevant experience and other job-related factors and will be determined by hiring supervisors/managers and HR.
